To enhance the participatory role of Teletalk to build "Digital
Bangladesh", Teletalk Bangladesh Limited signed a commercial contract
for implementing a project titled "Introduction of 3G Technology and
Expansion of 2.5G Network" at December 27, 2010 in Ministry of Posts
and Telecommunication (MOPT) in presence of Honorable Minister of the
MOPT, Chairman of Parliamentary Standing Committee, Honorable Secretary
of MOPT, His Excellency Ambassador of China Embassy in Bangladesh along
with others officials from MOPT, Teletalk and CMEC.
The contract signed with China National Machinery and Equipment Import & Export Corporation (CMEC) worth of total $211 million as project aid from China EXIM Bank. Under the project, Teletalk will be expanded its network to cater 65 lakhs both 2G and 3G subscribers around the country.

Teletalk's 3G service opens
The government has made much progress in implementing its vision of
'digital Bangladesh', said Prime Minister Sheikh Hasina at the
inauguration ceremony of Teletalk's 3G service yesterday.
Hasina unveiled the long-awaited 3G service, at the capital's Bangabandhu International Conference Centre, by making a video call to President Zillur Rahman and a school student.
Hasina said, with the introduction of 3G, people will get high-speed internet service, which will enhance information and data transfer system.
The prime minister also said ICT (information and communication technology) could be employed to take the multidimensional trend of development to the grassroots level speedily and at low costs.
"To utilise the huge capabilities of ICT, we made the commitment to build 'digital Bangladesh' by 2021 in our election manifesto," she said.
"We have advanced a lot in achieving the goal."
The vision looks likely to be realised before 2021, she added.
Zillur Rahman, who was on the other side of the video call, said the country took a step forward towards the 'digital Bangladesh' with the introduction of the 3G service.
The new initiative would play a key role in developing education, health and economic sectors of the country, he added.
The service would be available in Dhaka for the time being, through the 200-odd 3G-enabled base transceiver stations the state-run operator has installed in the capital city.
Teletalk subscribers would receive the service by this month, with the sales of 3G SIM cards and conversion of the existing 2G mobile SIM cards, said its officials.
But the users will have to have 3G-enabled handsets or smartphones or internet modems to enjoy the service, they said.
The service will be rolled on to the private mobile networks once the licences are secured via the auction due in early next year.
Sunil Kanti Bose, the telecommunications secretary, said data use is increasing by the day.
“What used to be 2.5 gigabits per second (Gbps) three years ago, is now 18 Gbps. The lone submarine cable is providing a total of 30 Gbps bandwidth to the market.”
Sajib Wazed Joy, the prime minister's son and an IT expert, said 4G (fourth generation) service, a technology that provides faster internet speed than the 3G, would be introduced in Bangladesh in future -- if Awami League is voted to power again.
As per the 3G draft guideline, the operators who will obtain 3G licences would be able to provide 4G services through their network.
Currently, two internet service providers, Qubee and Banglalion, offer the 4G WiMAX data service, while CityCell's Zoom Ultra brand offers 3G-equivalent internet speed.
Chinese ambassador to Bangladesh Li Jun also spoke at the event.

Teletalk 3G SIMs in Dhaka from
State-run mobile-phone operator Teletalk is set to provide its Dhaka City consumers with SIM cards having 3G facilities from September after a month-long test run of 3G services starting from Jul 29.
Existing consumers will get priority for the SIM cards with 3G facilities, Teletalk Managing Director Mujibur Rahman told bdnews24.com.
Rahman said Teletalk would experimentally launch 3G services on Jul 29 after swapping the network on Jul 17.
He said, "Preparations are over to provide 3G services to over 300,000 subscribers in the capital by September."
On May 25 he had told bdnews24.com they would start providing 3G services in Dhaka City in July.
Asked about the delay in SIM distribution, he replied," Installation of new machinery took some more time as the service is new in the country."

Rahman said old consumers will be given priority and new strategies were being taken to provide new consumers with 3G facilities.
"The strategy for distributing SIM cards with 3G facilities will be drawn up in the current month and the governing body of Teletalk will take a final decision on Jul 15," he added.
The Teletalk official said they were considering distributing the SIM cards through lottery or according to the amount of usages.
"Old consumers will be able to switch their 2G SIM cards to 3G services," he added.
"The strategy for distributing SIM cards with 3G facilities will be drawn up in the current month and the governing body of Teletalk will take a final decision on Jul 15," he added.
The Teletalk official said they were considering distributing the SIM cards through lottery or according to the amount of usages.

State-run telecom operator Teletalk is planning to launch much

without changing its present call charge before the Independence Day on
March 26.
"We are planning to start piloting of 3G in Dhaka and Chittagong first and to expand the technology for entire country later on," Teletalk Managing Director M Mujibur Rahman told BSS on Friday.
Our main goal is to provide 3G technology to our subscribers keeping the present call charge unchanged as everyone can get fruit of the new technology, the Teletalk chief said.
Teletalk has taken the initiative following the government's high up decision on August 9 to pilot the 3G technology using networks of the state-run mobile phone company first.
On the same day, a meeting, headed by Prime Minister Sheikh Hasina, also decided to go for open auction for both local and foreign mobile operators to award 3G licenses after successful completion of the piloting of the Teletalk.
As per the decision, the Teletalk has taken a Tk 1900 crore project to launch the 3G. Of the total amount, Teletalk will get Tk 1,477 crore from China Exim Bank as soft loan and rest of the money from its own fund.
The public mobile operator has to repay the debt with 2 percent interest rate by 20 years with 4 years of grace period, Teletalk official sources said.
The Teletalk MD said at present they are conducting survey across the country to get an overview of requirements of new telephone towers for running the new technology smoothly.
"Initially we have estimated that we need to install 2,500 more new telecom towers apart from our existing about 1800 towers to provide 3G across the country," Mujibur said.
He said availability of 3G telephony is a must for realizing the long-term vision of the present government's 'Digital Bangladesh' campaign by 2021 as the modern technology has the capacity of transferring any data within the soonest possible time.
"At present, we can talk over mobile phone but with 3G the video calls will be easier like audio," he said.
The 3G is the high profile mobile phone technology which can transfer data for both audio and video purposes faster with greater quality and it will be a highway for Internet.
Any kind of large data can be transferred within a few seconds. The 3G will be accessible through mobile phone set, laptop and other devices.
